Charging exorbitant transfer Fees, I gave my son coaching for CAT at TIME, Chandmari, Guwahati

I gave my son coaching for CAT at TIME, Chandmari, Guwahati in June and paid Rs. 31000/-. I was assured that he will do classes till Nov.2019 and that he can take 2 temporary transfers to NDElhi (He is doing his final year of BA from Ramjas College, N Delhi)in August 2018 and the other in Jan/Feb 2019 by paying Rs. 500/- for each temporary transfer.
My son was not allowed to do classes in N.Delhi and I was asked to deposit Rs.37,350/- for him to do classes there.
Because they have cheated us I want to cancel his admission and get a full refund of the fees. Ghy. TIME has refused as my son has done some classes there. As we are not wrong but TIME as an organisation has not honoured there commitments, please punish them and help me get my fee of Rs. 31000/- back and harrassment charges of Rs. 20000/-
