Airtel India Poor Connection, have frequent network issues and most of the time get only blank scree

I am Abhishek from Pune. I am staying in a rented premises, where the house owner has installed DTH service from Airtel India with consumer number 3004862489. I am purchasing full year HD pack from past 2 years. This year was the third time I recharged for the full year in March for Rs. 5801/-. But I have frequent network issues and most of the time get only blank screen. Since March Airtel Engineers have visited for the service atleast 12 times. But all that in vain as the problem still stands unresolved. When I call the customer service for claiming refund for unsatisfactory service provide, they deny for the same. Pls help me in getting my full refund for the recharge of Rs. 5801 done this year.
