Wrong Electicity Bills without meter readings

ISSUE TO RESOLVE
I am an NRI and out of country since July 2013 with my spouse [ Prof. Keshaw Singh, ] and three children [Dr. Bhavana Singh, Dr. Arti Singh and Dr. Neelum Singh]. We visited India in June 2014 to purchase the Ground Floor of House No. 3029B, Block G, Sector 57, Gurgaon. We again left India in July 2014 after the Registry of the Ground Floor of the said house. We only visit India once every year and stay less than two months in this house and pay electricity bills online. Recently, we were there from 20th May2019 to 28 June 2019 but I received a bill of amount Rs. 15565.00.
Observation/Complain
In my absence no one is staying in this house and for that matter there is no consumption of electricity. However, I regularly get bills of unexpected amounts and I have been paying those amount of bills issued against my name.
I, therefore, strongly believe that the bills generated by DHBVN is not according to my meter readings. There is something wrong with billing system of DHBVN.
