Reliance Netconnect+ AC2738 malfunctioning. No refund for my Recharge or Purchasing Amount.

I purchased a Reliance Netconnect+ AC2738 during the month of January, 2016. They offered me a promotional offer of 1 month unlimited 3G for Rs.500. The device is not getting connected since the very first day. I've complained several time to their customer care. They've even made me do a recharge of Rs.400 saying it's not working due to no data pack active. Every time I call, they say to wait for 4 days according to company policy and no written guarantee that when the problem will be resolved. They're not even extending the period of my data pack as the device is malfunctioning
