MTS data card stopped without information

i have purchased mts data card on 13-jn.data card active on 19-jan-16.but my service stopped on 27-jan without any intimation and when i called to care he told me now you might be security deposit of 2000 rs than servie will be start. i asked to care that this information not given by retailer or mts for this purchase time. they not given proper answer. i have alaredy mail done 3 times but still no reply from mts.
retailer not picking my phone.
