Jobs complaint regrading Placement service received amount and not returning

Respected Sir, I went to local Placement service for Job. And they
took 70000 from me for contract basic job. And they not showed any job
till now and they not returning my money. How to recover my money?

What are the Placements limits? Whom to complaint about them
their irregularities? What are the rules and regulations they should
obey? Is they need not to pay tax to government from Applicants money?
And How to control them? They registered FIRM & they charging more
amount from Un-employees and filling jobs in government contract basic
and other. Is this correct to them? How much they should charge
amount? Is they not to show their Account details to government? who
should inspect these placements? Please give suggestion to this & How
to complain on Placement and whom to complaint? Thanking you sir. If
