Took money, broke our house and ran away without completing the work

Hi, I have given home renovation work to Mr. Umesh Hadpati via Mr. Manish Shinde (neibour).
I have given my house renovation work for Rs.3,00,000/- to Umesh and he took advance of Rs.20K, 20K, 60K, 23K via cheque and transfer and Rs.7K via cash.
He started working since 19th June. He broke all our house and ran away. Already more than two months passed and me and my entire family staying at broken house. My parents are 65plus old and going through heart and psychological disorder and my wife is pregnant.
I have registered complaint in local police station but they are saying its civil matter.
All debrige is inside and outside of home.
Please help me..
