Wrong Electric Overbilling

We are being overbilled on our newly constructed premise since the time of lockdown, At the time of lockdown when there was no electric usage on the premise we were charged for the 2967 Unit. On requesting for the check of meter they charged us 250Rs and changed the meter, they also told us that they will call us when the meter will be checked so we can confirm if it was defective or not. But it's been over a month and I was not yet got any call regarding so.
The new bill is generated now with 123unit added to the previous record.

I am not Capable enough to pay the bill of 27,115Rs which is falsely pushed onto me.
I want you to put some light on this matter as I am sure they were surely overcharging others as they are doing to me and I hope you'll bring justice to me.
