Not refund the advance amount

I have signed a rent agreement on 21st March which will be effected verbally from (27th March) and officially (1st April). I had given 13000 in Cash and 11700 through cheque. On 26th March due to lockdown and my salary cut, I asked the owner to cancel the deal and refund but he had denied.I never occupied his premises as I don't have handed over the keys. Now he is asking me for the all two months rent or settlement of 12,000. I want to loose 4,000-5,000 but not more than that. Please help me.
