Charging money without any reveipt, I have visited bhagwaria gas agency for transfer of connection.

Today I have visited bhagwaria gas agency for transfer of connection. Bit they ask for deposit rs/-250. When I ask for the receipt of the same. But they denied to give any receipt. Pls help me to check out whether its correct or not.
