Poor Network - Instead of paying for 4G network the so called India's fastest network

For last 7 months I m suffering from poor network issue in my area. Instead of paying for 4G network the so called India's fastest network we cant even make a call. using even 30% data is beyond our thinking.data speed is 100-150 kbps most of the time that we cant surf google and that consume lots of time.
There are 100 more students in my hostel who are facing same problem.
I had already called their customer services a lot of time they never resolve our problem.
No problem in my handset.last month I changed my phone because their customer service personale asked to do so.
Please solve my problem as soon as possible.
Due to this network i am unable to attach the respective photos in one click ,after 4 attempts i have uploaded them.
