IndiGo Airline broken baggage replacement - PNR - WL8FSN

I traveled from Delhi to Goa on 5th June 2019 with my family. On arrival in Goa, I found my very expensive Bag broken from many places due to very poor handling by airport authorities. I called upon Indigo staff at the Goa Airport & showed them the condition of my Bag. They (Mr. Pramod & Ms. Sabina of Indigo Airlines, present at Goa Airport)even prepared a Property Irregularity Report (PIR) & gave a copy of the same to me.
Its been close to 2 months now & I have sent numerous mails to Indigo customer Care & they have always replied back saying that my replacement baggage shall be delivered at my address within 2 days but till to this day I have not received my replacement baggage.
I once tried contacting them on phone & to my shock I received the mail from them, the excerpts of which are mentioned below
"With reference to your mail, we regret the inconvenience caused to you due to the damage caused to your bag.
We would like to inform you that as per Conditions of Carriage (“COC”), a case of damaged baggage (such as yours) is governed by the COC of IndiGo. The COC is in the nature of a binding contract between the airline and the passenger who chooses to fly with it. Therefore, every passenger who chooses to fly with IndiGo agrees to be bound by its conditions of carriage. The baggage rules in the COC state that in the case of damaged baggage, IndiGo’s liability for any loss or damage to Baggage is limited to INR 350 per kg.
In addition to that, as per our records, one bag weighing 9 kilos was reported damaged. Therefore, in accordance with our COC, we would like to offer you a monetary compensation of INR 3,150. This amount will be paid towards the full and final settlement for your claim."
My baggage is of Eminent Make which is available for Rs. 28,000/- today & Rs. 3150 is what they offered to me.
I replied back to them immediately that this is not acceptable to me at all, but I have not received my baggage until today.

All of them are situated at the following address where they send the mails from

I have all the emails & copy of PIR (Property Irregularity Report) with me to prove my point. Also I have shared the pics of my broken Baggage with them.
I request you to kindly get the matter sorted out on priority & the culprits should be taken to task.
I demand strict action against Indigo & also Compensation for not only my broken baggage but also for the irresponsible & inappropriate behaviour of Indigo Staff for leading me on for almost 2 months, with no result, which is quite harassing.
