Cheating by MTS postpaid connection for 5gb unlimited data

i have a postpaid connection for 5gb unlimited data. my no. is 8459283933. the service is too poor, which i have been adjusting and getting along. last month, with in a week 5gb data + booster packs of 3 gb and 5 gb, ie all together 13 gb was exhausted, without being used anything, because of the damn slow net. the data usage in my pc and tab together gives a total less than 1 gb only. i have the screen shot of the same...this is nothing but cheating of customers, for which they should be severely punished so that will never dare repeating the same

    what is the criterion of resolving the complaint?
    what is the guarantee that the people involved to sort out the issue are not corrupt, being in a country like india were judiciary is too weak for an ordinary citizen and favorable for the influential?
    i am not happy with the resolution of my complaint against THE CHEATER MTS
