Rude behaviour and extra money charged not specified in bill

The service man asked for service charge not specified in the bill issued by Indane Panipat gas agency . The bill was amount ed ₹752.We gave him ₹1000 and asked for the remaining amount of ₹8.He very rudely gave us ₹240 and said that the rest was his commission .The matter is not of ₹8 but the money these men are making from innumerable houses they are delivering cylinders.They are spoiling the image of these agencies as well as the government .On asking him if the amount was specified by the government he answered that it was his own commission.Is agency not giving them enough salary.If no then such behavior is intolerant.
