Airlines not refunding full amount after cancellation

As per the news published by Andaman & Nicobar Administration/Secretariat advisory for CORONA -19 virus has restricted the tourists inflow to A&N Island inside during my travel date. So Considering this news, I have asked to SpiceJet and Airindia to cancel our tickets with PNR T7Z9HY(SpiceJet) dated 19th March'2020 & PNR JRK91(Airindia)dated 24th march'2020 refund our full amount but Airlines is not obeying the decision of A&N administration/secretariat and not taking action as per our raised concern. hence request you to help us in getting the full refund from both Airlines as we are not cancelling flight tickets because of our personal reason, it because of Corona virus outbreak and GOV decision not to travel any domestic and international locations to support for not spreading the disease.
