HSRP number plate not received

I have been visiting RTO since my first appointment in 2020 but I have not received my HSRP plate yet. On 27th July 2021, RTO executive told me that my number plate has been scrapped. I tried calling the customer care number but received no response from them. As per RTO executive instruction, I have paid once again but now I am not able to book an appointment and receiving message.

Customer Care agent shouts and do not answer properly. Person at RTO said they cannot help as work is online. There is not guideline and on email also they do not reply properly.

I want refund of my money.
