Not giving RC of sold bike on time

Sir, I Sunil Kumar bought a second hand bike from Amit Motors on 04/10/20 on the promise that the dealer will get the RC of bike transferred on buyers name within one month.But even after 9 months the RC has not been transferred to buyers name now he says that NOC has not come .Pls help
