RC and Name Plate not received. Demanding Money

I have purchased new car from Delight Honda , Sector 15 , Faridabad , Haryana on 30th of December 2018 . Even after 3 months I haven't received my RC and name plate . The Delight Honda showroom is closed now and the executive is saying that he will not entertain us more as he already left the job . He shared a contact number of another executive who is handling all this RC related work . Even after following up with him from more than a month now he is demanding for money (3000 Rs). I have registered one complaint with Honda the number is 114767760431 . Even Honda is not entertaining me and saying some issue is ongoing with Delight Honda will not able to do anything here .
