car received but papers not received till date inspite of regular followups to shree motors pune

bought a second hand honda city black from a dealer "shree motors" in pune. while taking car my documents were submitted and he had given us a xerox of noc applied. but no original documents or rc was given to us inspite of several followups till date. also when checked the car wasnt transferred as well. i m cheated. spent around a lac of rupees on the car and also now the car resale price is very less cause he took a lot of time.
current situation is he has the car, the papers with him and now asking for more money to handover the car and documents to us. please help
