No refund provided for failed transaction

On 29 ,may I did recharge of Rs108 on my mob. no.:- 805176329 through Portal2.bsnl.co.in by Paytm UPI payment .
The money got deducted but recharge wasn't done , they messaged me that due to technical issue transaction failed and money will be refunded in 3-4 days .

Till date no single rupee is refunded.

I asked Paytm for this and they said no such amount is refunded in my account in past 10 days.
They aren't telling me how to get information about refund , showing unprofessional behavior and forcely disconnecting my grevieance call.
