Withdrawl limit and withdrawl norms

On dated 4/01/2017 United bank of India,Pandua Branch-0166 withdrawl limit decrease to Rs.10000/- Rupees Ten thousand where I required Rs. 18000/-.I came along with a cheque Rs. 18000/-.Also when I came to know the limitation,I planned to withdrawl through withdrawl forms due to I didn't came with extra cheque.So complaint agains three point.
1.Cash withdrawl limit.
2.Can't be able to withdrawl cash through withdrawl form due to I have cheque book.
3.During opening account or after being customer of UBI,the bankers didn't provide any norms form/guide book.
