HDFC Bank Credit Card shows outstanding balance despite of not receiving it.

I opened an HDFC bank account on 17/7/2017. With it I applied for a credit card which most of us were recommended to apply for.Now the credit card was not dispatched for a long time and even when dispatched I did'nt received it.

Even then I was charged a fee and I am intimated each month to pay for the same.I even wrote an application to cancel my credit card and clear my outstanding balance but nothing happened.

The customer care people call and I have to explain them the situation on a regular basis.

Kindly take the appropriate action.
