Bad Cibil due to wrong account status By AMEX American Express Credit Card

I had a credit card of american express which i closed but after 2 years when i checked my Cibil it was showing Cibil score very low and it was showing 2888/- amount outstanding. I never used this amount but to improve my Cibil i paid this amount on july 2017. American express customer service agent confirmed me that they will send report to concerned department but on 10th Nov 2017 i applied for a loan which was rejected as this American express account was showing written off not settled by bank. Means no updation information was sent by the bank.
