ATm unable to dispatch amount then why it consider as one transaction

We are having 2 ATM other bank transaction, but some time ATM not able to dispatch amount with any reason then also it is consider as one transaction.
This should be stop only successful transaction should be countable. whats is the customer mistake in that if ATM is not working.
