Complain against Indian overseas bank for ATM card

I had applied for debit card with Indian overseas bank and I received it. When I tried linking it with my paypal account I was unsuccessful. I conveyed this to the bank. They don't know what to do.What kind of a bank is this. They have no idea what to do.
