SBSEC librarian didn't allow to take book(personal) in the library

The SBSEC library department didn't allow students to take personal book in the library.
they didn't have enough book to fulfil all the students details and for one subject they only have 6-7 books in library and most of the time hardly 1-2 book remain in the library.
And librarian say that you have to read those book which is available in the library , it is directly cutting our liberty from using library by placing vague conditions
I request to check in this issue and pls inform me regarding this matter
