Airfare not refunded after flight cancelled

Hi,
I have booked a ticket on 6th April from Goibibo to travel from surat to pune in Indigo flight on 16th April. My PNR number was ZK4UXM . But my flight got cancelled due to lockdown. After that DGCA had clearly mentioned to airlines to refund complete money to passengers for cancelled flights.
I asked indigo customer care to return my money on 21st April and they told me that it will be refunded within 3 weeks. Now I checked again on 15th may from indigo and they told me that they have refunded the money and asked further to check with the travel agent. When I am checking with goibibo (with whom I booked the flight) they are telling me that airlines had refunded money via credit shell so they will not return money. When I showed goibibo the reply received from indigo. Then goibibo is not responding.
They are harrasing me and both indigo and goibibo are blaming each other but not returning my money. Please help
