RTO failure to check the Travel Busses from Surat to Jodhpur route

Travels Buses(M.R. Travels) are filled with unreserved seats passengers 3 times the capacity of bus.
This unreserved passengers are even seated in BUS cabin causing lots of inconvenience to driver and thus leading to life threatening experience to passengers traveling inside.
With so many passengers visible even in BUS cabin, why is RTO of gujrat and Rajasthan both turning a blind eye on this practise.
Are they waiting for some major accident to happen and people losing their lives?
