They change my plan without my permission

I had a postpaid connection of vodafone since 19.11.2015. i m disappointed when i came to know that without my knowledge and my permission my plan has been changed from Rs 199/- to Rs 249/- per month.

They made a commitment that i will get free 600 Local & STD mins on others and 300 sms in this plan that’s the only reason I took this plan and I also take an additional plan of Rs 75/- in which one vodafone number is unlimited free its also been deactivated with out my permission and they don't even inform me for this change.

My first month billing amount is approx Rs 350/- (which i had pay on time) and In the next month they send me the bill of Rs 4599/-

Plz Help regarding this.
