Complain for Poor service offered internet connection from tikona pvt.ltd

i have taken an internet connection from tikona pvt.ltd. They are providing the worst connection. My plan is of 4 mbps a month for 30 gb a month and i am paying rs 850 for it. This was the deal for which i have taken their services. Now what i get on a regular basis is around 0.80-1.50 mbps. I understand that it is a technical service and it will have its UP's & DOWN's but this is the problem which i am facing 5-6 days in a week. Whenever i want to use my data the speed which i am getting is so slow that my ample amount of time is wasted,sometime i think its better to go on an internet cafe beside having their connection at my home. They take their bill on time,i pay them on time if not i pay the fine. but the speed which i am getting really frustrates me. please look into the matter. thank you.
