Toll plazas not following rules defined by NHAI and fight with the toll payers

Many toll plazas are not following the rules like the 10 seconds gets elapsed then too they take the toll fee and fight saying come to office and talk.
The 100 meter rule is not followed saying everyone is nnot mad waiting in queue to pay the toll and fight leaving no option other than paying the fee. It was 30 minutes queue of around 1 km.
