Unwanted Claims by Idea Cellular

Dear Sir,
I have applied for State MNP in Idea Cellular from Rajasthan to Mumbai Location. Before making the application i have made payment of Rs 200 in excess of my Last bill of December 2015 i.e; of Rs 410. On 19/01/2016 my service were stopped by Idea Cellular for porting for around 4 hours (as per there rules) After that they have not activated my number till 27/01/2016 (for almost around 8 days) I have called on 198 for around 20-25 times for activating my number & I have also called on 59059 for around 30 to 40 times for activation. But even after that also they have not started my services. I have gone to Idea Office Located in Dadar (East) for making my SIM card activation. Even after N number of efforts Idea Cellular was unable to activate my number for around 8 days. I have also made a complaint to Idea Appeallate Authority they hsve also not given any response. Now after more than 2 months they have send me a notice to clear my dues of bill before portability. and they are asking me to make the payment else they will disconnect my number as per there notice.
i need your help sir to guide me in right direction.
