Non-receipt of Bill in respect of WALKY SET

I had purchased a TATA DOCOMO WALKY set frm Utkarsh Infosolutions, Janakpuri, Janakpuri, the franchisee, New Delhi,on 17.1.2016. They had taken an amount of Rs.1899/- for the WALKY set and Rs.100/- as delivery charges with the assurance that they would be sending the bill on email. Till date despite my umpteen number of complaints to them, they have failed to respond and gave false assurance that they would be sending the same very soon. There are two persons whom I have dealt with in this matter. One is Mr. Pawan and other is owner Mr. Sameer. Both are fine tuned in their profession of lies. I really fail to understand as to what is the problem that they are unable to supply the bill to me. I hope the Department would send suitable notices to TATA DOCOMO and Utkarsh Infosolutions. thanks. sanjay kukreja.
