Activate service without my permission and deduct balance from my main balance

company send me a message on 21Dec. at 4:28pm that pocket internet is activated and 148 balance is cut from my main balance, I am not activated any kind of service from call or message, and there is one another reason is that I am using a simple phone that is not compatible with internet connectivity, then I call 198 and registered my complain of balance refund at 5pm. complain no is 25530599495. At night I receive a message at 8pm is that your complain is resolved. Then I again call 198 then they replied that wait for 24hours. After 24 hours wait I call again on 198 on 22Dec. at 9pm and registered complain again 2nd complain no. is 25544668071. And they said that "I am going to be refund your balance right now". But till now I am not got my balance refund (back). On 24Dec. I again call but they talk very badly and disconnect my call. All 198 call conversation is safely recorded in my phone.
