Issue Internet Speed: Got 2G service instead of 3G

Details:
1. I was having Tata Docomo Wifi Photon for 3G internet.
2. I was now disconnected the connection in March due to getting 2G speed instead of 3G. I put complaint on Tata docomo chating service as well as Tata Docomo outlet but no complaint address by them thats why I disconnected the connection.
3. I paid regular bill of Rs. 1150 every month and few months of bad service also.
4. Now when I disconnected the connection they asking for bill against bill cycle.
5. My point is why should I pay for wrong service. I already paid couples of bill for wrong service (i.e. 2G internet instead of 3G).
6. I have complaint tatadocomo listen@tatadocomo.com but not satisfactory response from them they are saying this is against bill cycle we can not do anything.
7. So, I will not pay bill in the name of bill cycle for wrong service.
Please, help in this regards.
