Fraud by Bajaj Finance charging Rs.749 unnecessarily and have not given EMI card

Firstly, Bajaj Finance charging Rs.749, unnecessarily and have not given me EMI card till date. This offer proposed was always there with me nothing new. Then not refunding my money back for Rs. 749.
Secondly, With reference to EMI card number XXXXX7124 , as per there records EMI card is active.
Limit of card is 35,000.00
And Availabl limit is 22,250.00
Why my card limit is 22,250.00........I have not done any shopping or avail any Bajaj finance since my past dues are closed there is no outstanding till date.
Why my limit is 22,250.00......no answer given till date
Thirdly, as per the trail mail i was given written communication they have asked for scan copy of letter written by hand for refund purposes, which has been already given to them.
I believe this is some kind of Scam or fraudulent activity taken up by Bajaj financial Institution.
Please help to resolve the matter
