Not refunding the maoney

hi,..i booked a banquet hall for my wedding in April,,the hall name is RK banquet in kirti Nagar..As the pandemic has occured the wedding could not take place. and now all the halls are closed to operate.Now my marriage is occuring in August and we had a conversation with the owner of banquet hall but he says that there is no advisory yet to refund the money and also he said that he took the 200 bookings and it is impossible for him to refund the money to everybody. i gave him 1 lakh Rs..and now as there are no jobs n ol so everybody is in need of money in this situtaion and the banquet halls are taking advantage and eating money like hell..plz help me.
