Money taken product not delivered from past 2 months

I sent the product back to the supplier as discussed with the supplier he will send me the right item. but after returning the product back to the supplier he is not picking the phone and not responding. even he is not refunding the money back.
please file a complaint against him as he blocked my both numbers now and not responding
