My booking seat given to another person

I booked Chennai to na
Nagapattinam on 24th night 11.05 clock, vehicle number-py02s5576.but the bus is arrived at 1.50am and my booked seat driver and cleaner given to another person..I ask to cleaner where is my booked seat.he told using another seat.this is very worst system in universal travels.
