Advance payment for BB shifting service

Hello sir,

I requested a service for shifting of my gptl broadband from one building to another building in same society.

1. 5days over, no one responded & service not done.
2. Today, I got a call saying that pay the shifting charges first then shifting will be done after 7days.
3. I said that, iam ready to pay once you complete the service.

They required advance payment for BB shifting as per GPTL policy. Is this legally valid for advance payment for BB shifting?

if not, may pl. create a case against GPTL for not provide the service to customer.
