VAT on service tax

I visited Cafe Master Of Malts(Connaught place) on 5th Jan, 2021 and i got the bill of my order. i paid the bill and didn't noticed that the vat 25% on my bill of Rs.4751 charged Rs.1306 instead of Rs.1188 i.e. excess tax of Rs.118 charged. This might be the situation with the other bills too. (Attaching the bill). I contacted the restaurant but they said that they have taken vat on service tax also.
and further said everyone do like that only. (Attaching screenshot of the chat)
