Charging more than due service tax

On 6th April 2016, I had dinner with a few of My friends in a restro called SPINN. It is situated in kailash Colony market, New Delhi. Total cost of food served was RS 970. On this they charged service charge @10% and then again charged service tax on the entire amount @5.6%. Where as service tax should be charged against the cost of service not on the cost of food and beverages provided. Precisely i had to pay Rs 47 extra than what is due.
My concern is not getting back my money but just imagine this way how much undue money they are acquiring from customers. And I don't know if they are at all paying due tax to Govt of india against the service tax we are paying them.
Similar thing happened on 5th April 2016 in anither restro called Selim, situated in kailash colony market.
