Complain against vodafone for Refund not given of failed tranaction.

I have made recharge of 200Rs for my vodafone number. The smartapp gives me a tranaction successful notification. But the amount has not been credited to my vodafone account whereas money has been deducted from my wallet. Upon verifying with vodafone they adviced me to contact the smartapp. Upon contacting smartapp first they said the tranaction is successful & also given me tranaction id for the same. But upon on to ask them to reverify the trancation They said tranaction has been declined & provided me voucher code for 200Rs with 2 days validity. Upon recharging again & again the system gives a try again message. And my recharge hasn't been processed & also 200Rs has been deducted & now they are not refunding this money claiming system won't allow & every stupid reason. Kindly ask to refund my money. Thank You
