Unable transfer s/b account and purchase of NSC

Sir, In this month I visited above mentioned post office to purchase NSC along with rd amount deposit which I will do every month. RD amount is deposited but not NSC because server is down as per post office staff. I visited post office about 5 times and was getting the same reply. However, RD deposits are going on but when I asked phone number they are not responding properly.Please let me clarify whether seperate server is available for each application.
