Indian Postal Deparment Complaint Speed Post not delivered

I did speed post on 5th Aug 2019. Courier No - EJ825612513IN On 13th, it was received in Sector 82 Post office [refer - EJ825612513IN Tracking.PNG] On 17th, I received this speed post from post office my self. When I asked, why it's not delivered - Post office incharge said we have not enough staff to deliver these rakhi to door step. And I am quite confident they will never deliver this to my place. In my opionion it's breach of consumer rights. If we are paying for some service and service is not provided to me, post office deparment should penalize. Because of whatever reason, post office department is not able to deliver - it should stop accepting parcels. End consumer is suffering a lot because of this. In my case, I missed my rakhi because of that. Necessary action need to be taken to secure our rights.
