Continuous changing delivery date from 1 month and not providing any cancellation or refund.

I had ordered a d2h hd box with 1 month combo pack and i did not received the ordered item yet. They are continuously changing delivery dates. I requested for the refund but they are saying there is technical issue and not proving refund. Kindly help me. OD 119650741752138000.
