Bike Dealer not giving Bike’s papers even after.

I bought a “Honda Shine” on 25 Dec 2014 from Shree Sai Ganesh Motors Address – Opp Shree Nagar Police Chawki, Near Jan Sampark Karyalaya, Shree Nagar, Sector No 1, Thane – 400604, Mob - 9757392053 / 9892070409 by paying Rs 63,500. But till today the dealer hasn’t given me any papers including the RC book of my bike. For last six months his shop is also closed. Every time when I called him on his mobile he says it will be delivered in next week. I also try to lodge a complaint against him in police but police saying its legal matter so go to court.
All original papers are with “Shweta Moters” Shop No.7, Prestige Garden, Near Nitin casting Company Limited, Almeda Road, Eastern Express Highway, Thane West, Maharashtra 400601 Phone - 2539 2034 / 8394 as per the dealer. So I did enquiry in Shweta Motors. But they said they don’t have my bike’s papers.
It has been one & half year now. Without legal papers of my bike I can’t use it. Please look into the matter & help me.
