Non payment of extra money paid to authority

I was allotted a 200 Sq Mtr plot number C-406, SECTOR-3, GNOIDA under Allotment No. XT00185634, in 2009. As a part of cost a GST of Rs 53281/- was paid. Later on GOVT. of U.P. clarified that GST is not applicable for residential property. Accordingly GNOIDA authority had shown on 09-10-2017 on the Allottee Accounts page of my data on GNOIDA Website Rs 53281/- as refundable. But till date this has not been paid back to me in spite of my number of personal visits to the office of authority. The GNOIDA Authority may asked to immediately pay me back Rs 53281/- along with 14% interest till date (Rate authority charges from allottes).
