Complaint against Paytm for failing in upi transfer

I transferred Rs 8800 to 9158556107 via paytm. It was deposited into that person's paytm wallet instead of bank account linked to number. 9158556107 says money in her wallet cannot be sent back to me or transfered to her bank account. I complained severeal times but no success.
