Complain against ICICI Bank for No resolution after multiple follow ups

Loan A/c No. - LABNG00027419798 Applied for loan in 2014 and the bank representative (Madhu - 7760155330) confirmed over email too that after 2 years there will not be any penalty (5%) for foreclosure. This was under a scheme at that for a new 0 balance savings account along with the loan account there would be no pre-closure penalty. On agreeing we received the welcome kit immediately from him. We followed up with him, his manager Nithu [9916115501] & customer care to receive loan account welcome kit which never came till date. After 2 years, we visited ICICI Bank, Hope Farm branch for loan closure on 21st MAY only to learn that there is no waiver. They asked us to get the bank account details for which we had to come back to our house (15+ kms) & go back. After checking they confirmed that this account was never opened. Given that we had an email the bank representative took a request for waiver of penalty. After few days of follow up we were told that waiver is approved. On 27th MAY we submitted the balance amount cheque (from AXIS Bank) based on the charges provided by the bank representative. Now its been 20+ days but the account is not closed. After follow up with the bank representative & customer care regularly we were told (by email) that by 17th JUN it will be closed. There has been no update & today on calling they are saying it is still not approved. We have already paid EMI (17200) for JUN 2016 in access & nobody is confirming what is going on. Today after customer care representative, manager & bank account representative all got into a conference all, we were told to wait with no end date on this resolution.
